RACINE, Wis. – The Collegiate Commissioners Association (CCA) and Referee Enterprises, Inc., (REI) have agreed to a six-year publishing agreement to produce the CCA Officials Mechanics Manuals. REI had previously been CCA’s publishing partner for more than 20 years.

“We’re excited to continue as the CCA’s publishing partner,” said REI Chief Marketing Officer Jim Arehart. “Working with the NCAA coordinators, our team is committed to creating officiating manuals that are practical, well-designed, and trusted by collegiate officials.”

“The CCA is pleased to continue engaging the services of REI,” said CCA Secretary, Kyle Kallander. “We value their excellent reputation in both the officiating community and publishing industry and look forward to working together on future officiating manuals.”

Football will be published annually and will be available in digital and print form via the college central hub. Men’s basketball, women’s basketball, baseball, and softball manuals will be published every two years and be available via the college central hub in digital form only. Print versions will be available for optional individual purchase via REI.

As part of the new agreement, REI produced a 2026 CCA Softball Manual for the current season, available digitally via the college central hub and in print via REI.

Previously REI produced the CCA manuals beginning in 2002 and ending in 2024. The new manuals will prominently feature REI’s trademarked and copyrighted PlayPic™ and Mechanigram™ graphics, which are used with permission and agreement in a wide variety of publications, manuals and rules books throughout the officiating industry.

The Collegiate Commissioners Association (CCA), which was formed in 1939 for the purpose of promoting uniformity in football officiating mechanics and standardizing interpretations of football playing rules, has grown from five conferences to its current membership of 32.
